How it comes up, in Chapter 6
EURIBOR, the euro interbank offered rate, measures what banks pay to borrow euros from each other. It is published every day for periods from one week to twelve months. The agreement takes the rate for the matching period on the Quotation Day, two TARGET Days (euro settlement days) before the interest period starts. So everyone knows the rate before the period begins, and the borrower can plan its cash.
